Hubbell threw 4 times to Holke at 1B, which was unoccupied, giving Bigbee a walk in accordance with Rule 33. No pitch was actually thrown to the batter. Hubbell reportedly did the same thing a week earlier vs. Reds with Walker at bat. A few days after this second occurrence, NL Pres Heydler issued special instructions to umpires to prevent abuse of the rule.
